I bet they do rebuild it though, right where it is. If Katrina had destroyed Biloxi only and it was Biloxi that was beneath sea level then we might have let Biloxi go down, but not New Orleans, its just too much of a "story city" I think. Same with SF, we might be destroyed by an earthquake one day but I bet we get rebuilt right here.
