Japanese car makers have no retiree health costs back in Japan. And only about 15% of the content of Japanese NA built cars is sourced from Japan. I don't think there is any question that a US national health plan will be a huge relief for US car makers and will probably save them from extinction.

If only a fraction of the money thus saved is dedicated to R&D it's quite possible that US car makers will beat the Japanese and Europeans in both design and manufacturing.
