Here. I'll paint a picture for you.....

A general calls up a water plant and says, Give me 10,000 gallons of water in one quart plastic bottles. Bring em to Dallas - Ft. Worth airport. I'll have the quartermaster cut you a check. Charge me for the delivery. Have it here in 3 hours.

General calls the airport. "We are landing a C-130 in two hours. I want 3 forklifts and 20 laborers on the tarmac to load a plane."

Plane lands, loads, takes off and flies in low over I-10.

The crew kicks them out the back. What does not pop on impact get drank by thirsty but grateful people.

Do that 10 times a day at 5 airports. I am sure the government can clear the airspace over New Orleans for a few minutes as they fly low......

No. Too easy? Lets fund a government study and get some bids from Halliburton to do it......... Better yet! Lets award them a contract at $500 a quart.
