I know that's why they're waiting for the lake to drop. But the outlets for both canals are narrow enough at the lake that they could be sealed, and the rest of the water pumped out using the other canals.

Did I tell you why they quit dropping the big sandbags? They had something like 60 huge sandbags, but could only find 6 straps to carry them via helicopter. Once they cut the straps, the straps were worthless. So they could only drop 6 sandbags.
