While I certainly hold no brief for the competence of NO government officials, I think it is reasonable to point out that it has only been two days since people realized that NO was going to flood, communications are out, and many 10s of thousands of poor and elderly people are homeless in flooded New Orleans. It's a situation that would likely overwhelm many if not most local governments, even if they were far more efficient, honest and prepared than the New Orleans and Louisiana governments seem to be.

Within the next day or two we should see the Army roll in and take over. They have the equipment for what is now effectively a war zone without infrastructure.
