They (FEMA) just have not modeled this sort of thing. 75,000 people need 40,000 gallons of water a day just to survive. They need insulin, thyroxin, cyclosporins, sulfa, methadone, sugar, and they need all that dispersed in a floating sewer right now. They need to get thru water and they need a dry place to sleep. They will need mosquito netting, and sanitary facilities. Facilities are hard to supply in a city center with no place to dig. Camping out on concrete with no latrines is just not fun for 75,000 scouts, half of whom are too old, too young and too sick to help themselves.

Can you imagine what they would do with ten cities hit by nukes? No preparedness for any of this sort of stuff. A lot of talk. In action, few of these organizations are practical.

The only way this relief is going to work is for the population to Dunkirk it. No agency has the tools on the scale needed. It has to organized. Complicating this are the roving fools sniping and stealing. They are condemning people to death by the hundreds. Justice for them has to be swift and harsh.
