My thought was using bases as a temporary solution, not a permanent solution. If the housing exists, I don't see why it can't be used.

They need to be near support.

It is better imo to place them temporarily near refugee resettlement agencies. All of them probably have offices in Houston. Due to the large numbers, and the disease potential, they also need to be near major medical facilities.
