No, it wasn't. The article says that, but doesn't want to feature it. The wall had just been reinforced. Nothing in the budget would have stopped the break.

This is going to be disregarded by the left in their attack on Bush. I have already got into a discussion of this with one lefty blogger of the "ChimpyBushHitler" persuasion. He was misrepresenting it in his blog.
