In that we have not heard about the unreachable stuff, in this case my impression is little if any local planning for disasters was given any resources. The incompetence of the local government is now belatedly being replaced with federal experts. It seems FEMA is getting a bad rap because they do not have the charter to assume local officials are all idiots and takeover a disaster instead of responding to requests for help.
