Wrong, had Clinton not declined funding during the "budget surplus" years (g) problems would not be so bad. It is that clear. You just cannot be honest. Tell us from the time of requests for engineered structures how long it takes on average for the project to be funded and then built...now no bs AS...I am in the business... So anything CLinton did or didn't do 5-13 years ago is largely irrelevant.
