I have a question or two (I hope you won't consider it "loaded," that I want to ask you because of your career as a long-time, now former, administrator:

Don't agencies such as FEMA operate pretty much the same as administrations come and go?

The planning done for potential catastrophes is not a function of politics, is it?

The framework for responding to a catastrophe doesn't change with political wind or does it?

(I think there are probably plenty of reasons to criticize Bush and his administration, but it seems to me that the failure to anticipate needs for a disaster of this magnitude is more organizational than political.)
