Yes. It makes the politicos nuts that the bureaucracy just keeps doing its thing regardless of administration change. <g>

Sometimes there are reform movements or new programs that make change. The main way to change things is to cut the budget, which usually means not much gets done as opposed to things being done differently.

Emergency response, though, is usually immune to such things and is top drawer. The various agencies that do it typically give their emergency response folks the prime cuts.

Seems to me that any failures here are more likely state and local than federal. I don't see how it's the feds' job to plan for an emergency that's unique to one city.

To the extent that any of it can be attributed to the Bush administration I would make two points. One is that the big reorganization for Homeland Security probably screwed up a lot of things big time. I fussed about that likelihood here at the time. Communications and networking channels were likely disrupted in critical ways and will take a long time to recover. The other is that a lot of potentially usable resources are otherwise deployed on the other side of the world.
