I would give the local and state governments an F but I still think the federal response which is really clicking now gets a C-. It's not the total failure some think it is, it just takes a little time. 8 mile long convoys of food, water, boats and buses arriving on day 3 after the dike failure isn't that bad. I mean it was later in the day Tuesday before everyone knew how bad this was really going to be. This shit isn't staged and waiting and it takes time.

Again though the lesson I am really taking away from this is we as individual's need to be able to survive for 2 weeks without services and without organized law filled society. I think you especially want to get yourself prepared for that in the event of the next big quake.

Edit: FEMA though gets an F minus. Some real evaluating needs to be done with this batch of bozo's.
