I think many rescue people are paralyzed by the scale, geographic diffuseness of survivors, and risk from the lawless. You cannot commit people if they will get sniped at. This means it is an armed rescue of each and every person. The sniper problem sounds absurd, and is hard to believe, but it is reported. Some had abandoned boats I have read in one report as a rescue device as they were getting attacked by roving armed looters. Sad situation.

If there were 10,000 trapped in upper stories of houses, or on roofs, how long will they take to help? How long for each heli-rescue? You would need a 100 helicopters and it would take 100 daylight hours. Ten days. Would the people be able to hold out that long without food and water? I would think, with exhaustion that they will start dying in a few days. Hard to sleep on a peaked roof etc..

Rescuing 5 divisions from a swamp in Vietnam. Tricky.
