Ok, I can actually understand that. It takes time to load a ship. But it takes a whole lot less time to load a truck. FEMA has, or at least had, warehouses with supplies scattered across the country. In the past, this enabled them to be there as soon as possible.

Which brings up a question. Does FEMA still have those warehouses? Or have they been surplused?
