I'm listening to NPR now. Finally they have remembered that calling out the National Guard is state function, not a Federal one (first time they remembered today, the LA state government has been getting a pass on its abysmal performance. Gee, I wonder if their party affiliation has anything to do with that?), and had a high ranking Guard officer explain to them that breakdown in command was not surprising where all comms and almost all roads are out, and the scope of the disaster is huge. But they seem to be rolling into town now.
