How many school buses do you think New Orleans had? Looks like well over 100 there alone, maybe 200. Lets see, 200x40= 8,000 people unevacuated because no one at City Hall thought about them or these buses.

How many buses do you think the rapid transit system has? 200? 500? Say 200, that's another 8,000 they could have evacuated if the mayor hadn't dithered before the hurricane and told everyone it would be alright only to change his mind later. Upwards of 16,000 people could have been spared that misery had the local government done its primary job: protect and serve its citizens.

That doesn't absolve the state or the federal governments for their failures, but it does shed some light on the inadequacy of preparation by the mayor.
