Carolyn, it's happened all over, not just down there, and has happened many times in the past, and continues to happen. When it happens during an extremely high-profile event such as this, it gets hammered on the news and more people become aware of this plague. There are areas all over the country into which rescue personnel will not go unless they have a heavily armed presence along with them, because of fear for their safety. Even as far back as the first energy crisis of the early 1970s, ambulances were being hijacked for the gasoline and for the drugs/paraphernalia--a double payoff for the crims. Yes, there's more, but that's enough for now. - Holly
