LOL. You yourself recognize the enormity of the problem in N.O. That the cost and the time to complete needed projects that could have protected against the disaster takes the Federal Government to finance them. Look, they canceled programs earmarked at $100's of millions that would have made N.O. safer...but today the government had to pony up over $11 billion just to clean up the mess. Just a small portion of that money could have made N.O. safe from a category 5 hurricane.

While the state has some culpability, ultimately it takes the budget of a federal government to get programs in place.

Evacuation plans should have been priority one for FEMA...especially in light of the reduced budget for repairs and upgrades.
