that's right.... the evacuation order was given when katrina was still a cat 4 hurricane.... the mayor of NO KNEW what the possible repercussions would be if a cat 4 hit.... he did NOTHING other than say 'time to go' and for those that didn't his brilliant contingent plan was 'go to the superdome, no wait, don't go, oh, well yes' he told thousands of people to pile in there without adequate provisions
