Well, they should have been thinking of it. "K" didn't go Cat 4 until Mon. As of Sun., was still Cat 5 with no foreseeable downgrade and you [Mayor] know your levee improvements only have Cat 3 specification [per ACOE] anyway. City leadership wasn't thinking "contingency", they were just pulling a chicken bone and wishing.
