My nephew's mother in law lost her house in New Orleans and, because she was at a friend's when they realized they had to flee and the ferry back to her place was closed down, now has no ID at all. Or money or ATM card. She did make it with two friends to a motel in Franklin, a little town 60 miles away, so she's alive, and a friend in Boston has offered to take her in indefinitely, but these days without ID she can't get on a plane, bus or train, apparently. A duplicate copy of her birth certificate would be a good start, but of course the offices and websites of LA agencies are all closed.

Do you have any thoughts about this ID problem? My nephew (who lives in Hawaii) will presumably be able to think of a way to get some cash to her. Many people must be in this position, unable to travel to a place where they'd be welcome because they need ID to use public transport and have lost everything that would establish it.
