Just to give some understanding of the slow response of the State Guard units, it's important to understand where they were located. In Mississippi, there are 2 Air National Guard units....one in Biloxi and one in Gulfport....needless to say they are probably not really functional at this time, at least in Gulfport. In Louisiana, if I recall correctly, there's only one Air National Guard unit, and it's located IN New Orleans....again, probably out of commission.
I'm not sure where the Army National Guard units are located, but my guess is that they're in the same situation as the Air National Guard. Whatever wasn't in Iraq may have been evacuated out of harms way as far as airplanes go.....but they now have no place to call "home".
AND, the Guard belongs is under the control of the STATE Government, and cannot be activated without the approvalof the Governor of each state. Even to be ordered to FEDERAL Active Duty, which is probably what happened to most of the Guardsmen now working, requires a lot of coordination between the Pentagon, the states, and the HQ Guard to ensure that the resources are 1)available, 2)appropriate for the need, and 3)expendable at the time from their home state.
