Well, let's see fagsnlojiks. How about we do nothing but stick our head in the sand because, gee, it's difficult to get things done in a disaster area. Now that I'm done being sarcastic, the key to progress in chaos is to pick a starting point and start doing something productive. Arresting looters is a place to start. Or you can focus all your men on rescue operations like they have been. Or you can organize incoming police forces from neighboring states to do both. If you arrest people, find a large warehouse and lock them in there. Tough times call for tough measures and imagination. I'm not there so I don't have the answers. But if I was there, you can bet I wouldn't be playing the game of 20 questions. I'd be acting until acting wasn't necessary anymore. There's plenty to do in situations like this and deep analysis is not a prerequisite to being helpful.
