Obviously there were failures at every level of government. The fact that there were no evacuation plans for those without automobiles, or too poor to leave was the first failure and totally the fault the the mayor and governor, but once the catastrophe of this magnitude occurred there is not one mayor of any city in the US that could handle this alone. THAT IS PURPOSE OF FEMA! You have Brown on the TV yesterday not even aware of the convention center. FEMA was turning down assistance from all parts, and seemingly too scared to enter the city! If taking care of a major disaster, and protecting it's citizens, is not the job of the federal government then what is?
