It explains the racial problem. Has a take on the looting problem that is exactly what I consider to be the issue. It makes a distinction between having goods on hand that you were observed stealing (looted) and having goods the status of which is unknown albeit likely stolen (found). It assumes that to take stuff from stores (looting) is always bad but picking up stuff somebody else looted but dropped in the getaway isn't. I think that's the wrong distinction. IMO, taking certain stuff from stores is bad. Taking other stuff from stores is good. It's a function of which and how much stuff you loot.

We SciFi fans are accustomed to story lines where our cast of characters comprise the last survivors of something or other. Some of them are injured. There are drug stores just sitting there, their owners gone forever. Whatcha gonna do? Why you go into the drug store and take what you need, for heaven's sake. The rules have changed with the change of scenario. Same thing in any disaster. That doesn't mean you get to swipe a TV but it does mean that you don't have to die of dehydration or risk prosecution down the road when there's water on the other side of the store threshold.

[Personally, I would take what I needed and pay for it later. But that reminds me of a discussion earlier where I "borrowed" a melted butter dish from Red Lobster with by doggie bag and returned it later. CB considered that theft.]
