Yes, of course it does. The mandatory evacuation was called on Sunday (less than 24 hours before the storm was due to arrive and AFTER Bush had called the idiot governor to urge her to call it). It wasn't even raining yet in New Orleans.

I'd be curious to know if there was any kind of an evacuation plan even on the books. Because they certainly didn't seem to be implementing any kind of a plan.
