No, the volcanic areas are very localized. The Napier earthquake was at a time when earthquake engineering was neglible to non-existent.

Earthquakes aren't a problem for structures designed in the right way.

The main problem for Napier is not the next earthquake, it's the first tsunami. Napier is sitting at sea level, by the world's biggest ocean, which takes up nearly half of Earth when viewed from an incoming bolide's point of view. Waves travel a longggggg way and the problems in New Orleans and the tsunami region will be minuscule when people living near sea level get their comeuppance from a splashdown tsunami. The Tunguska impact would have made a decent splash if over the Pacific ocean.

Auckland has some risk from phreatic eruption, which would destroy, suddenly, a circle about a kilometre across. Phreatic eruptions occur around the edge of the water as water turns to steam. The scoria/lava eruptions [the cones seen all over Auckland with Rangitoto being the latest and largest] will not be lethal as they shake, rattle and roll then start fountaining and build a pile of scoria and ooze some lava relatively slowly. People can get out of the way.

The South Island is volcano free, but gets lots of earthquakes along the Southern Alps transcurrent fault line.

North of Auckland is pretty much earthquake free and also volcano free and should be the centre of life in NZ. Kerikeri is booming. There should be a six lane highway built to Kerikeri and points north.
