Look Elroy, the engineer builds a model based on the best information available to him. They said that based on those assumptions they made certain design decisions. You can always argue with the assumptions, and I am sure that some did argue with them. But at least they did the best they could with what they had to work with.

Another point, engineering design is always a compromise between risk and cost. They have to work within a budget. Engineers don't set the budgets, management does.

Perhaps the engineers made mistakes that are easy to see with your 20/20 hindsight, and maybe they did not sugar-coat what they were saying with a lot of garbage that would make better sound bites for TV. But I think your criticism is misguided and unnecessary. The problem was that you and no one else on the TV asked them to define a 10,000 year storm. I am sure they could define it in terms that seemed reasonable at the time.

From the press releases it appears that their refinery is in pretty good shape and will be back up and running is a reasonable time after they can get their people back to work. I don't fault the design as much as the fact that the feather merchants like you failed to insist that they build temporary housing, roads and schools to be ready for this obvious eventuality. You marketing and PR people fell down on the job. Shame on you!
