You know it's kind of amusing, the firefighters not having the equipment to fight fires in the middle of the flooded city, not having the pumps. An couple of air boats with 5 or so - 8HP Wajax gas fire pumps could handle most fires they would encounter. You can push water 150 or more feet with those puppies.
