It depends. New Orleans and the cities like it have a powerful draw on people who have lived there. But some of the relocated are not very happy with the way the rest of Louisiana has been treating them. I have read accounts on how if a bus stopped in Baton Rouge, they were met by police and National Guard and warned not to leave the bus, even the ones that have relatives there.
