Bush is primarily responsible, he and FEMA. The state governor also shares responsibility, but her National Guard was decimated by Iraq. Not only were about half the Guard halfway around the world, but they took a lot of crucial equipment with them. Those left were probably busy working other jobs (like cops, first responders) and non-physical type pencil-pushers. Gear like heavy choppers and Humvees were likely all gone.

This goes directly to Bush's wrong-headed obsession with Iraq. And it is very dishonest of him to be telling us we are fighting over there for "our freedom" or to secure Iraqi oilfields. Those arguments do not hold any water.
