Question on Lousiana. A friend and I were talking about Louisiana, and he asked the question of why is it such a poor state? They have vast natural resources, lots of agriculture and (I think) lots of decent Universities. What is it (aside from a segregationist past) that causes them to be so poor?

My hunch was that the vast natural resource wealth is probably concentrated in the hands of the few as opposed to distributed amongst the population (a la Alaska's annual oil stipend for residents), but it was just a guess. Any specific explanation as to why a resource rich, food producer is so poor? I mean, it seems if you just took the geography of Lousiana, versus say North Dakota, that you'd have a lot more wealth in Louisiana.
