"I've heard others say that the people in Baton Rouge have been great."

For the most part they have. But Louisiana is probably the most race conscious state in the country. Even New Orleans, which is fairly tolerant, had this elaborate system where people were black, creole, quadroon, etc. Each with a different social status. Now true, those classifications aren't nearly as important as they were in the past, but their shadows still are there. Louisiana as a whole hasn't had enough economic development to make it easy for them to overcome this.

I thought MS and ALA were the most race conscious of the southern states. As for LA, I always understood that the state was fairly corrupt and that's why it wasn't participating in the economic recovery other s. states have experienced in the last 50 years. You wouldn't think regional differences were so pronounced in the US but its very hard for me to understand the culture of the South. Its not like I haven't read a ton of books........but its still hard to put the two images of the South together......the warm, friendly southerner who presumably is a gracious neighbor and the racist who won't allow hurricane victims from their own state off a bus. The big hearted southerner who loves his negroes and the guy who dons his Klan hate periodically. Do you see how juxtaposed those two images are and why it might be confusing to an outsider?
