not sure this is the rich got out and the poor stayed because they couldn't get out. If we assume buses did travel through these neighborhoods and no one got on them we have to assume they chose to stay and ride out the storm. not because of being poor , but because for one reason or another like many other areas hit in the past by hurricanes these people chose to stay on the belief the levey would not break and the storm wouldn't be of much damage.

So those who got out , listened to the warnings, took precautions and used better judgement. It just so happens that the damage was done a city that it's majority is black, highest crime rate city in the country, worst school system in the world. What does this have to do with fema and federal assistance?

i cannot see a comparison to 911 and New Orleans. forgive me Giuliani, but your problem was isolated , in financial district not the poor sections of nyc, didn't continue the following day with flooding to take over the whole city rather remained within a few city blocks and easier to bring order and relief to the situation. Where New orleans problems continued to grow , people in nyc were able to go back to their homes in the suburbs, or burrows of nyc these people became more isolated. No way of telling how 911 relief would have performed under similar circumstances.
