I expect they do. The county levies the property tax and I've never heard of any county making tax agreements with foreign countries. It's possible that a specific country might make accommodations within it's tax code. For example, in the US tax code you get a tax credit for taxes paid to a foreign country when the taxes are collected through stock ownership [ADR equities].

Can one pay SS-taxes without an SS-number??

I don't think they can. SS withholdings are accounted for by the SS numbers of individuals. The employer transfers funds to the Federal government using those SS numbers. I suppose an employer could withhold SS contributions from an employee, then giggle and keep them.
