Would you shoot at a helicopter to attract attention? The images of the looting were almost totally of people getting the necessities. Looters felt a need to approach reporters to explain what they were doing. They felt they didn't have a choice. Yes, there were some who engaged in criminal behavior. That always happens in the wake of a hurricane, regardless of where it strikes. Which is why the National Guard is boots on the ground within hours. Not days. When the Great Hurricane of 1900 struck Galveston, it was one of the wealthiest cities in the country. It was totally decimated. Things got so bad that the military had to be brought in to restore order. Looting was so rampart that a significant percentage of the death toll was looters who were shot. Local legend hold that the military was so sensitive that you could be shot for just picking up something on the beach. Just imagine the chaos that would result in that situation. No, there aren't any records of assault, murder or rape during that time. But I wouldn't be surprised if it occurred, when there isn't a security framework, those things happen. Look at what happened in the West between the end of the Civil War and the imposition of law enforcement. While the Wild West is viewed as romantic now, it was a very dangerous place and time. You don't have the slightest idea of what the situation is like. I don't either, but after living in Galveston and learning about its history, I have some glimmer. Bottom line, order has to be restored as soon as possible or things will descend into chaos. It isn't a socio-economic thing, it is a fact of life.
