If aid had arrived like it usually does in the wake of a hurricane, those criminals wouldn't have been let into the general population. The levees didn't breach until after the hurricane had moved through. And didn't become a huge factor until hours after that. In the past, we generally move the Guard in immediately because things are always chaotic in the wake of a hurricane.
