I find you thinking some weird things that defy rational explanation. As to FEMA choosing among offered resources so as to have a balanced supported and protected set of services, I see rhyme and reason. There is no mystery, the enemy as usual is the stupid analysis of facts and events by those who are basically univerally clueless about the real world of doing it efficient and safe. In that I see such stupidity over and over it looks like deliberate stupidity. Cutting a quote to change it's meaning for some blah blah dumb reply is such stupidity.
