I say when the resources in are place to eliminate a continuing threat, elininate it. After that threat is gone, one has the luxury of fixing what is broken.

Those who know theory only just cannot comprehend it and those who have actually done real stuff get it.

You are free to dig up your posts on theory of alternative back seat driving scenarios.

Now if you are saying FEMA has not planned out the basics of response for a three state disaster with a flooded major city with dumb leaders in charge, OK... SO WHAT. They adapted quickly and the response is currently quite good.

Actually moving thousands and tons of materials takes time and is more complex than typing wishful thinking ideas on a keyboard. And that does not matter even if it is all preplanned.

There will always be idiot people in the plan execution. They will cause delay until they are identified and bypassed.
