Emergency planning? More information today on the bobtailed monkey who parades as "police chief" in New Orleans. Seems they have all of THREE boats in their below-sea-level city, but two are out-of-service. Maybe he's too busy sticking his fat face in a TV camera bitching about rescue efforts to do his job.
