Yes by now most of us have seen aerial photographs of hundreds of city and school buses in New Orleans flooded leaking diesel. Yes, many of us may have even seen Drudge's site where he quotes Louisiana's emergency plan: Where it states that municipal and school buses will be used to evacuate those who do not have the means to evacuate a hurricane. Where in LA was the Mayor going to send 20-30,000 poor people? He has no real power outside of the City. The Gov. never declared a State of Emergency, so the State's emergency plan never had to be implemented. According to the Washington Post, as of yesterday the Gov. still hasn't declared a State of Emergency.

I can't believe that the State of LA's emergency plan was to bus tens of thousands of New Orleans' poorest people to Houston and the State of Texas. When it was decided to bus survivors to Houston - does mark the point where Local and Federal Officials just ignored and worked around the State?
