One of the major reasons that help (food & first aid) was not delivered to the people in New Orleans within 24 or even 74 hours, is because the LA National Guard, as well as the LA State and Local governments refused to allow the Red Cross (and I presume, other relief agencies) to enter New Orleans (the LA National Guard were still under the control of the Governor as she had not Declared a State of Emergency - as far as I know, she still hasn't). The reason for this, is that the City and State did not want people to stay or return to the City, and were concerned that the presence of the Red Cross would encourage people to stay or return. FEMA agreed with the State and local government and requested that the Red Cross comply with the State.
