Probably the same reason why Southern California is requesting federal funds to handle the illegal immigrant problem here.

That's a copout. Its the same reason why S. CA has retrofitted all its buildings built before 1970 and Seattle only does it when those buildings are to be rehabbed. The fact that the probability of a castastrophic earthquake is more likely in LA than Seattle makes it more compelling to retrofit in LA. NO was requesting funds because they felt there was compelling need to improve their levees.........they felt situation under current conditions placed them in danger. They were right.
