You're assuming that the bussing process would have been orderly. Given what has happened, I don't think we can assume that.

Let's say you had 500 buses available. Drivers? Gas? routes? All you could have done is tell people, "go drive a bus, get gas receipts, go through low income neighborhoods, pick up anybody, and head for the hills."
