Second, it was not even necessary. FEMA has the responsibility by law, and is required to act, with or without local request.

This is not some dusty old regulations that current homeland security officials might not know about. It was written by the current homeland security people. It went into effect in 2004.

Even you can read it, because it is on the department of homeland security web site.
