Here is what Krugman wrote:

Instead of discussing this you make an ad hominem attack with undocumented claims that "Krugman probably had two articles written."

"One he published...this one.
The other to be used if Bush did send in Federal troops in without the Governors permission....." Rubbish.

One can conclude that you have no real argument with Krugman.

The real questions are: Did Bush offer Blanco active Military help? If so, when? Did Blanco wait to accept? If so, why?
