There is still some confusion out there, Noel. After all, it's just been a few days. Here is what I know. Steve Harris posted this last week on another thread. She was refusing to sign off for active federal help until Thursday. We know that Bush constantly pushed her, and she resisted. The Bataan was not allowed to give assistance until she signed off for it. This was for reserve troops.

The governor of Louisiana just asked for federal troops TODAY.

BATON ROUGE, Louisiana (CNN) -- Louisiana Gov. Kathleen Babineaux Blanco said Thursday she has requested the mobilization of 40,000 National Guard troops to restore order and assist in relief efforts in hurricane-ravaged New Orleans.
