I guess by your post you dont live in America nor are familiar with our history.
First off, New Orleans is I believe about 86% black, so obviously they will be the greater proportion of victims just starting out. Secondly, N.O's and Louisianna are among our poorest states, our South (I am a southerner) has really grown and improved over my lifetime (I am 61) but sadly L.A. and N.O. have been left behind, this despite they have a very profitable port operation and location for shipping due to the Mississippi River (our most navigable river). Most believe that their misfortune is totally tied to their long history of CORRUPTION at the state and city level. Finally, those that were of the higher economic status had the ability and the COMMON SENSE to get the heck out of the area prior to the storm.
The bottom line is dont judge AMERICA or AMERICAN BLACKS by what you see in a city like N.O's or even any of our large inner cities where, due to corruption and democratic politics these people have been kept poor and ignorant. jdn
