Maybe this is why most of the City and State governments have been so reluctant to publish their plans.... That reminds me... Schools all over America have evacuation plans. None, that I know of have, informed parents where they plan to evacuate their kids to. One principle told she that in an emergency she planned to call the parents on her cell phone to tell them where they went...ya right. Parents need to visit the school and learn the plan before an emergency.
